Ford Airfield Vision Group (FAVG) and Ford Enterprise Hub (FEH) share the same aims and vision in promoting an Eco-town at Ford Airfield.
The principals of both FAVG and FEH see the redevelopment of Ford Airfield as being an important location for sustainable development capable of delivering regeneration to the Sussex Coast in Arun District, including better skilled jobs, meeting existing and future housing needs, and acting as a catalyst to bring forward the A27 Arundel Bypass.
At a recent meeting, government officials requested that bidders, in the two short-listed locations with more than one bid, work together to produce a single refined bid and avoid unnecessary duplication of meetings with government agencies, government departments, local authorities etc.
FAVG and FEH will now work together to unify their two complementary approaches in order to co-ordinate the production and submission of a single refined Eco-Town response to CLG.
The consultants appointed by FAVG will be responsible for undertaking all design and assessment work and technical studies required to complete the bid submission.
FAVG will be the focal point and organiser of the community consultation exercises required as part of the bid submission process, with the support of the principals of FEH.
Barton Willmore and WSP will represent FAVG and FEH at the forthcoming Select Committee at Arun District Council. 3rd April 2008 - As co-authors of the FEH concept we are delighted that the government has included Ford in the short-list of potential Eco-Towns and that Ford is now part of the Eco-Town public consultation process. We have also issued the following press release. 26th February 2008 - We welcome all community based ideas and initiatives with an open mind and will publish the best of them here. We have received this idea from Ren Kitchener of Walberton for an Eco-Cooling System which utilises the coolness and flow of the water in the River Arun. We are not qualified to comment technically but clearly this idea warrants proper consideration. More community ideas and initiatives please!
6th December 2007 - Suggest to
Communities & Local Government (CLG) that consideration is given to
incorporating river powered electricity generation into the design of an Arundel Bypass
to provide renewable energy for an Eco-Town at Ford. An "Eco-Arundel
Bypass" might even pay for itself over time - in renewable energy!
Previous proposals for an Arundel Bypass have been turned down on environmental grounds - perhaps an "Eco-Arundel Bypass" might help to overcome other environmental considerations? 31st October 2007 - Eco Town expression of interest submitted to the Government. 28th September 2007 - There has been some uncertainty as to whether the possible provision of an Arundel Bypass (it is included in the Indicative Roads Programme for the period immediately after 2016) can be taken into consideration as Arun determines its LDF. The authors of FEH decided to seek guidance from GOSE. This is what GOSE said: "Also, you asked if there are any circumstances in which a local authority can bring forward for consideration landuse options which would be dependent upon major improvement in transport infrastructure which are not yet included in Highway Agency programmes but which do appear in the 'Indicative' list post-2016. The issue here is that Councils must demonstrate that sufficient provision has been made to meet strategic development requirements including housing and employment and that this provision is in fact deliverable. Clearly, where there are potential "hostage to fortune" situations, the Council will not be able to demonstrate absolute certainty that a particular proposal will be deliverable. In such cases, we will flag this up as an issue, without commenting on the merits of the proposal itself. National policy in PPS12: Local Development Frameworks (paragraph 4.9) explains that the evidence base is critical to the preparation of local development documents and that Authorities should ensure that the delivery of housing and other strategic and regional requirements is not compromised by unrealistic expectations about the future availability of infrastructure, transportation and resources. This does not mean that such developments should necessarily be left out of the plan, particularly where there may be some expectation that infrastructure will indeed be provided (for example an indicative list). However, we suggest it does mean that alternative planned contingencies should be included in the plan and that uncertainties over delivery should be reflected in the trajectory for monitoring purposes so that an early warning system is in place to trigger planned contingencies.
